Activity Report: July 2002

Assam State Unit

1. Projects
   • Teachers' Database: Complete Data for 16 districts received. Partial data is received for 2 districts. Sanction-order-wise reports are generated for 15 districts for Elementary Section by porting the data to MS-Access and submitted to Education Department. Web-enabled Data entry module has been started during this month. A no of reports are ready for teachers' database through web-enabled application.
   • Developed and launched a Web based Directory services for NIC Assam. Developed and installed web based activity report module.
   • All the modifications of PEEP s/w required are done and the s/w is ready for data entry. Actual data entry started from 15-07-2002.
   • A Training Management Information System (TMIS) has been developed in MS- ACCESS and implemented at the Training Division.
2. Training
   • "Working with Spreadsheet" during July 01-03, 2002 for govt. organizations.( 10 participants)
   • Training for CIC operators during (June 25)-July 5, 2002 (59 participants)
   • Training for CIC operators during July 3-13, 2002 (93 participants)
   • Training for CIC operators during July 22-26, 2002 (20 participants)
   • Computer fundamentals and CNAA software for Health Personnel during July 15-19,2002 (20 participants)
3. Other Activities
   • Participated in a Seminar on CIC organized by NE IT Association (NEITA) on 1-7-02 and made a presentation.
   • SIO visited 6 CICs of Kamrup, Nalbari & Barpeta districts with Director (CIC), MICT. Co-ordination with vendors and State Govt. on CIC took up a major portion of time.
   • Participated in meetings on Computerization of DTO's offices in the State.

   NITPU Guwahati

   • Published results of HSLC 2002 and Assam High Madrassa 2002 on the Internet. (http://assamresults.nic.in)
   • Updation of the website of Govt of Assam. (http://assamgovt.nic.in)

   District Units

   1. Barpeta
      • Processed applications for CICs operators and participated in subsequent interview of the CIC operators on 16th July 2002. Visited four CIC sites along with GM DICC, Barpeta. Attended CIC training program at Guwahati from 2nd July to 4th July. Resolved CIC-site-related issues through consultation with with D.C. and GM DIC.
      • Data entry, modification of data and report generation of Teachers database completed. User departments provided with required reports and completed data was also handed over to coordinator NIC,ASU.
      • PEEP data entry for April, May and June done.
   2. Bongaigaon
      • National Family Benefit Scheme (NFBS), MP and MLA LAD going on smoothly.
      • CM Monthly Activity reports submitted through web-enabled system.
      • Teachers Data Base data entry for HSS is on process.
      • District Web-Site updated
      • MP and MLA s/w is upgraded using VB from (front end) and Access(Back End) from Foxplus.(80 % completed)
      • District Profile is under process; Resource Handbook Preparation is going on.
   3. Cachar
      • Teachers database entry completed except for 1 block and data has also been merged.
      • Second batch of CIC operators were sent for training at NIC,Guwahati. Visited CIC sites for monitering the progress.Most of the blocks are ready and Operators have also been appointed for the blocks.
      • PEEP report has been sent to CM Office through the web site.
      • Agriculture and MPLAD Data entry going on.
   4. Darrang
      • The Unix Server is connected in LAN.
      • District reports are prepared for various offices of the district for the Web-enabled MIS PEEP.
      • For land records computerization, data entry for 386 villages is completed. Circle wise 5 circles out of 9 circles are completed.
      • Co-ordination for District Court is going on.
      • Co-ordination for computerization of Addl. Chief Health and Medical officer Office is going on.
      • The process of selection of CIC operator is completed. One batch training completed, second batch is undergoing training and third batch is in process for training. Co-ordinated installation of Computer systems in 4 CICS.
   5. Dhemaji
      • Teachers' data entry completed. After necessary correction data will be sent soon.
      • Providing all IT supports to the various NGOs and news agencies in Dhemaji for rescue and relief operation in the flood-affected district.
      • Maintenance of the Network in DC's Office.
   6. Dhubri
      • DIO attended training on Exchange Server & DBMS at Guwahati. Also attended the demonstration at NIC, ASU on RAS installation.
      • Helped the DC in conducting the second phase of interview for selection of CIC operators out of 30 candidates. All necessary support has been provided to GM, DIC Dhubri for preparation of various progress reports on CIC and transmitting the same to Director, Industries, Assam. Eight CIC operators were sent for undergoing training at Guwahati.
      • Computer training for the staff under DC establishment is going on.
      • Data entry for preparation of Model Resource Handbook on Government Schemes/ Programmes and Works/ Beneficiaries is going on.
      • Provided necessary support to Treasury Computerization and District Court Computerization as and when needed.
   7. Dibrugarh
      • District Website is fully updated and some important chapters relating to various programs of District Administration are incorporated.
      • The CIC operators sent for the training at Guwahati. Helped the DC to conduct another interview for CIC. Also visited the CIC sites two times. The location of VSAT Platform for Tingkhong block is selected at preferred place. A meeting has been convened among various agencies involved in CIC project.
      • The groundwork done for the proposed GIS workshop at Dibrugarh University.
      • Discussions at various levels are going on for the implementation of the LRC. Quotations are called for the data entry operations and name of one vendor is recommended for the data entry operation
   8. Goalpara
      • Training: Training has been provided to all the Officials of DC's Office
      • Website: Website has been updated
      • RAS has been installed and providing Internet to DC, DIC & DPEP.
      • Steps have been taken to provide Networking in the DC's Office. Complete Estimates has been provided to DC.
      • Attended in the staff meeting in the DC's chamber and decision has been taken to provide Computer Training for all the staffs of the Dc's Office.
      • Site preparation going on for the Land records Computerization and other initial steps has been taken
   9. Golaghat
      • PEEP: Data for PEEP for the months of April, May and June, 2002-2003 has been collected and updated to the related website.
      • CIC: Creation of database of candidates for selection of CIC operators and interview process has been taken up. Four CIC operators have already been appointed for two blocks.
      • Treasury: Necessary steps were taken for change over of financial year. Entry of April 2002 transaction are going on at present.
      • Renovation of NIC Centre: Renovation work of NIC centre has been almost completed.
   10. Hailakandi
       • Training of 4 employees from District Fishery Office for 5 days duration in MSWord, MSExcel, MSPowerPoint
       • Allotment of PDS system for the month of June,2002
       • Treasury Computerization: DDO Bill & Pension processing system are going on.
       • Visited two CIC sites viz. Hailakandi and Algapur for the inspection of site preparation and accompanied the Industry Minister of Assam in his visit to Hailakandi for CIC inspection.
       • LAN Set up through HUB is completed successfully from NIC to DC's Office Chamber.
       • Installation of LRC system to the Unix ware server is over.
   11. Jorhat
       • Report not received.
   12. Kamrup
       • Teachers' Database: Report Generation of School details and Teachers Details for Elementary Schools are going on. Final reports to some of the blocks already handed over.
       • Land Records Computerization: On-going project.
       • Training for the 2nd batch of CIC operators is completed.
       • Regular data entry and report generation of data under MPLAD scheme.
       • Online data entry for the PEEP is going on from this month.
   13. Karbi Anglong
       • Data Entry for Elementary Schools has been completed. Error checking is going on.
       • Oracle has been installed after 10 days constant effort.
       • Install RAS Finder being attemped.
       • Assisting Technical help to District Treasury System, District Research Officer, District Council (KAAC) for installing SCO UNIX Open Server.
       • Office Documents & Reports generation for LRC, CIC, MPLAD etc.
       • Office Room preparation for LRC.
       • Visited two CIC sites.
       • Imparted Computer Training to one employee of DC Office.
   14. Karimganj
       • Regularly attend and support Treasury Office for the smooth functioning of the system.
       • Preparation of Cause list in the District & Session Judge Court is going on using LOBIS.
       • Apart from sending reports through PEEP, reports like Land Revenue Collection (monthly, Quarterly), Bakijai Collection etc. are sent to CM's Secretariat regularly.
       • Preparation of District Resource HandBook is going on using MS-ACCESS Database.
       • DAK software is installed for the use of DC's Office, Karimganj.
       • Payroll system is working fine.
       • District Unit has shifted to the new site.
       • Participate at the District Level Co-ordination committee(DLCC) meeting to discuss different matters of CIC project. All the necessary arrangements are made to recruit rest of the CIC operators. Interview has been arranged in the next month.
   15. Kokrajhar
       • Report not received. (No DIO/DIA)
   16. Lakhimpur
       • C.I.C: Operators were sent for necessary training to Guwahati. Co- ordinated with GM DIC, Custodians and vendors for installation of Computers, Peripherals and VSAT in 4 CICs.
       • TEACHERS' DATABASE: The hard copy of teachers' database has been handed over to education department for necessary correction.
       • F.C.I.: Data entry is going on.
       • DISTRICT AND SESSION JUDGE: Data entry and training to the staff have been going on.
       • TREASURY COMPUTERISATION: Data entry has going on.
       • FLOOD: Regular reporting on flood and uploading of flood pictures.
       • TRAINING: Training to officials of Fish Farm Development organization has been going on.
   17. Morigaon
       • Pay Bill - Pay bill for all the employees of the DC office establishment generated.
       • CIC Project - CIC, Mayong block is in operation. Operator for other blocks have successfully completed the training at Guwahati and joined in their respective CIC centers.
       • Training programme conducted for DC establishment for operator level.
       • Land Record Computerization - Implementation process has already started. Steps taken for preparing the estimate for the internal renovation of site by the PWD department.
       • Teachers' Database: Data entry completed. Check list provided for data correction to user departments. Data correction completed & entire final data has already been handed over to D.C, Morigaon in floppy.
       • District Court Computerization Project - Implemented successfully in the District & Session Judge Court Morigaon. Cause List generated regularly for daily purpose.
   18. Nagaon
       • Land Records Computerisation = 620 villages Jamabandi records entered into computer. Checklist generation going on. Preparation completed for printing RoR.
       • Teachers Database: Updation, merging of Teachers database completed for all LP/ME/High/Higher secondary sections. Final data handed over to NIC ASU.
       • District web site upgraded.
       • Treasury: Govt. Cheques are entered from this month. Necessary adaptation including daily total included in the Cheque report module.
       • District Court Computerization: Modification of Salary processing in new format going on.
       • DCs establishment: Salary for July 2002, prepared including schedules/ challans. Bakijai monthly statement prepared. PEEP data submitted for April,May and June.
       • Health (FW): CNAA s/w installed at office of the Addl. CMHO (FW), Nagaon.
       • CIC: Visited Bajiagaon CIC (new) centre. Coordinated related matters with District Administration and DICC.
       • Agriculture: Monthly Expenditure Statement prepared for months Jan to June 2002, for Dist. Agril. Office
   19. Nalbari
       • Payroll System of Dy. Commissioner office running.
       • Food & Civil Supply project for allotment of rice, wheat, sugar & k-oil running.
       • Teacher Database completed and submitted to the State Unit.
       • MP/MLA scheme for Planning & Development. Revenue Statement, Bakijai forms etc & other various daily works going on.
       • CIC Interview conducted for remaining posts on 10th July and result sheet sent to DICC for approval. DIO attended 3-day training on CIC at Guwahati from July 2to 4. Coordinated the shooting for a TV documentary at CIC in Pub Nalbari and Tihu Blocks. Visited CIC sites Paschim Nalbari, Dhamdhama, Ghograpar, Madhupur.
       • Data transmitted for CM's Monitoring System.(PEEP)
       • Installed RAS and dial up connection given to District Judge Office.
       • Training given to persons from Jt. Director, Health.
   20. North Cachar Hills
       • Windows 95 and MS Office were installed on Unixware 7.1 of Haflong Treasury office using SCO Merge 4.1.1.
       • Provided technical support to the Election Office for solving problems related to Internet Access.
       • Imparted computer training to the ADC, SDO and magistrates.
       • Places of posting for the CIC Operators were finalized in consultation with ADC.
       • Print out of the Reports of Teachers' Database were handed over to the concerned authorities of Primary, ME, High & Higher Secondary Schools of N.C.Hills
       • The new windows based CNAA software has been installed successfully. The monthly report generated by CNAA software has been sent to the concerned authorities.
   21. Sibsagar
       • The computerization of treasury office is going on effectively under the supervision of NIC dist. Unit.
       • Projects like monthly allotment of PDS items, MP/MLA-LAD scheme monitoring going on smoothly on web enabled process.
       • Project for revenue settlement and Bakijai (loan recovery) & payroll for Dc's establishment is going on smoothly.
       • Teachers' Database is completed and reports generated.
       • A short training was conducted for CIC operators to give them first hand knowledge on networking, RAS connection, LAN etc.
       • A s/w is developed in FoxPro for the record of various development schemes in Sibsagar dist.
       • A database for Mandal (Land Records functionaries) information system is developed and implemented.
   22. Sonitpur
       • Visited 9 CIC sites for inspection of installation of UPS, Computer & VSAT. Posting of another 9(total 16) CIC operators in 6 blocks completed. DIO attended the training on CIC implementation from 2-5th July at Guwahati. Provided all support to the shooting team came from Delhi for a documentary film on publicity campaign of CIC project at CIC, Gabharu held on 17th July 2002. The selection process of CIC operators (3rd phase) started. Scrutiny of applicants' bio-data is going on.
       • Land records data recovering process continuing to Unix environment from DOS. We are planning to distribute ROR to people from 15th August 2002.
       • Implementation of LOBIS s/w at District Court centre is going on.
       • Old payroll s/w developed at NIC, Sonitpur has been modified according to State Govt's new requirements. Previous data are updated and new entry has been done for some other heads.
       • Treasury Accounting Application System (TAAS) running smoothly.
       • Daily report on wholesale & retail price of Paddy and other Agricultural Commodities was sent regularly to the authority concerned through email.
       • Updation of Web site of Sonitpur District.
       • PDS, MP-LAD, MLA-LAD, Social Welfare data etc transmitted through web enabled PEEP s/w.
       • Updation of MP-LAD & MLA-LAD data.
       • Examination results of H.S.L.C. provided to public. Hard copy of Teachers database, GIS information etc. provided.
   23. Tinsukia
       • Correction of Teachers Database. The correction has been completed on 30th July'2002. Final report for primary school to be generated.
       • Generation of Pay statement, different schedule for District Admn., District & Session Judge office, CJM Office, and O/O F&CS, Tinsukia
       • Regular entry and monthly report generation of MPLAD, MLALAD, Bakijai and Untied Fund s/w.
       • Provided technical support for TASS s/w at Tinsukia Treasury.
       • Provided technical support to O/O EPFO, Sub-regional office Tinsukia.
       • Updation of Tinsukia website (http://tinsukia.nic.in) and included some new pages.
       • Training of Officer and staff of D.C. Office, Tinsukia in M/S Office suite- a continuous process to make the District Admn. Computer literates.
       • Inspection and Installation of Computers at CIC centers viz Hapjan, Kakopathar, Sadiya and Saikhowa. Training to the Newly selected CIC operators at NIC District Unit.
