Activity Report: February 2002

Assam State Unit

1. Projects
1. SRS started for Brahmaputra Board.
2. Web-enabled Database application development started for Teachers Database. Also checklist generation module added to the Teacher's Database S/W.
3. Porting of the S/W started to web-enabled version for the Program Monitoring Cell of Chief Minister's Office.
4. Web-site development activities started for the Assam University and Regional Engineering College, Silchar.
5. Digitization completed for the village maps of Nalbari District.
6. Technical support provided to operationalise the Aizawl Bench of Gauhati High Court.
7. System Administration:
• With support from VC Division, NIC HQ, DAMA telephone extended to the State Unit.
• X Manager S/W installed on Window Clients to access X-Window features from Linux Server.
• Hindi fonts loaded in Linux.
2. Training
1. 'Alert System for Disaster Management' on Feb 11, 2002 for NIC personnel from NE States (15 participants)
2. 'GIS & Remote Sensing' during Feb 12-14,2002 for NIC personnel from NE States (15 participants)
3. 'Transport Sector Computerization' during Feb 15-16, 2002 for SIOs & Commissioners, Transport of NE States(23 participants)
3. Other Activities
1. IT implementation plan worked out for the next six months with Commissioner to the Chief Minister where Co-ordinator for Assam also participated.
2. State-level Steering Committee on Land Records Computerization met and decided to distribute Records of Rights from April in four districts namely ( Sonitpur, Kamrup, Nagaon & Darrang)
3. Site inspection carried out in 6 completed CIC sites from the State Unit.
4. Participated in the State-level meeting on 19-02-2002 on next Agricultural Census.
5. NIC representative participated as a faculty in the all-India Librarians' Workshop organized by Regional Engineering College, Silchar during Feb 18-22,2002.

NITPU Guwahati

• Regular providing of Internet/E-mail connectivity.
• Updation of the web site of Govt of Assam.
• Design of the Web module of Department of Panchayat and Rural Development, Govt. of Assam for incorporating it in assamgovt.nic.in
• The Web Module for the Department of Fishery was launched at the web site of Govt. of Assam .
• Remote access Server (RAS) is installed and is working fine.

District Units

1. Barpeta
   • LAN set up has been established at NIC Barpeta District Unit with a client in D.C.'s office chamber. Demo on Internet Access given to the DC.
   • The problems in the District and Sessions Judge Court, solved with loading all necessary S/W under the UnixWare platform.
   • Initiated actions for Land Records Computerization project as the DC Office has received the amount of Rs 15 lacs.
2. Bongaigaon
   • National Family Benefit Scheme (NFBS), MP and MLA LAD & CM Monthly Activity reports project is going smoothly.
   • Teachers Data Base has been started with training and data entry.
   • Training for official staff of DC office conducted for two months and ended successfully.
   • Training in District Court is going on DCIS and LBFN and WIN'98 has been installed there in.
   • Meeting conducted with DC regarding formation of Recruitment Board for CIC and the board has been instituted under Chairmanship of DC, Bongaigaon.
   • Decision has been taken for LRC and regarding that a meeting conducted with DC and ADC (Rev) and all SDCs from Bongaigaon district.
   • Web-Site updated
   • WIN-NT upgraded to Windows 2000 Server in NIC
3. Cachar
   • Provided training on the DCIS s/w to District Court personnel.
   • Training was given to the FCI personnel on their payroll s/w.
   • Inspected completed CIC sites. Also attended the District Level Committee meeting for CIC ON 11th &18th of Feb 2002.
   • Teachers database data entry started.
   • Taken phone connections for RAS.
   • Developed a small program using VB & Access for generation of Report for MPLAD.
   • Visited along with State Unit official Assam University & Regional Engineering College, Silchar for initiating the Website preparation process of the respective institutes.
4. Darrang
   • Training imparted and data entry is completed for two out of 6 educational blocks for the Teachers database software.
   • Site augmentation for District Court Completed; one new P-III machine in Windows platform is installed. Training on DCIS to the officials of District court has started.
   • Land records data entered of 265 out of 1317 villages (3 circles out of 9, 9 Mouzas out of 29).
   • Coordination for CIC & Treasury Computerization.
5. Dhemaji
   • 70 % of Data entry for middle schools have been completed and submitted to DEEO.
   • The machines at DRDA have been installed and support has been provided.
   • Site preparation of the CIC site inspected.
   • Site augmentation of the District Court is in progress.
6. Dhubri
   • Installation of UnixWare and other Software completed in the office of the District & Session Judge, Dhubri on 05/2/2002.
   • Training for the personnel from the office of the DEEO and IS, Dhubri was conducted and data entry for both Elementary and Secondary Schools are going on.
   • Inspected the CIC sites at Gauripur Dev. Block (Dharmasala) and at Golokganj Dev. Block. Also participated in the meeting on CIC convened by GM, DIC, Dhubri.
   • DIO attended Workshop cum Training on GIS at NIC, Training Division, Beltola.
7. Dibrugarh
   • The interview and selection process completed for hiring CIC operators has been completed.
   • Training imparted to the data entry personnels of the teachers database project. Data entry work is going on and it is nearing completion by the end of this week.
   • The initial discussions held for Land Record Computerization and data entry work is proposed to be started in the first week of March/2002.
   • Proper support has been provided to the District Court in generating cause lists.
   • Support has been assured to Sarva Siksha Abhiyaan (SSA). Initial discussions held for this purpose.
8. Goalpara
   • Website updation is going on.
   • Teachers database S/w has been installed and Data Entry is going on .
   • System inspected in the Court and Windows 98 has been installed there.
9. Golaghat
   • MP Bye Election - 2002:
     1. Creation of databases for Presiding, Polling and Counting personnel
     2. Generation of appointment letters, training programmes etc. for polling personnel.
     3. Generation of Statements of remuneration for Polling personnel.
   • Teacher's Database: The work on creation of Teachers database is going on for both elementary and high schools.
10. Hailakandi
    • District Court: Installation done of UnixWare 1.1 & DCIS. Computerized system made operational.
    • Teacher's Database: Data-entry for Primary & Middle school in the urban area going on.
    • Treasury: Loaded Oracle and TAAS software into treasury system. Now it is working fine.
11. Jorhat
    • Report not received.
12. Kamrup
    • Teachers Database Project: Data Entry completed for M.E.Schools for five Education Blocks (Boko, Karara, Kamalpur, Rani and Pragjyotishpur), for urban M.E.Schools under Guwahati and Rangia sub-divisions of Kamrup District. Data Entry going on for M.E.Schools of 4 (four) Education Blocks (Rampur, Chaygaon, Hajo and Dimoria), for High Schools & Higher Secondary Schools under Kamrup District.
    • Inspection of Computer Centres at Cotton College and Vivekananda Kendra undertaken for which previous consultation services had been given from this office. Both Computer Centres have been funded from MP funds and were directed through the District Administration.
    • Regular data entry and report generation of data under MPLAD scheme.
13. Karbi Anglong
    • Payroll system of District Council employees has been running smoothly for the last five years.
    • Data Entry is going on for Secondary and Higher Secondary Schools of Karbi Anglong District for preparing the Teacher Database. A meeting was held on 18-02-2002 with the representative of Inspector of Schools for speedy implementation of Teacher Information system.
    • A meeting was also held on 15-02-2002 with the Deputy Commissioner, Revenue Officers and Deputy Secretary of Karbi Anglong Autonomous Council for the Implementation of Land Record Computerization.
    • Report Printing for 20-Baithalangso Legislative Assembly for the Data validation.
    • Updation and Monthly report generation of MPLAD and MLALAD
    • List prepared for the Senior Citizen's database.
    • Providing Technical support to the District Treasury.
14. Karimganj
    • Visited the completed CIC site. Necessary arrangement completed to select CIC Operators.
    • As desired by Deputy Commissioner, 2000 copies of Question papers are generated and printed for CDPO office to conduct an examination in the Karimganj district.
    • Weekly, fortnightly & monthly report of land revenue collection for all the 5 circles are generated and printed for Development Branch.
    • Adequate support & training has been given to the staff of Dist. & Session Judge Court for Data entry of DCIS & Payroll system. Data Entry is going on smoothly.
    • Payroll and Bakijai (Loan Recovery) system for DC office is working fine.
    • Regular technical support has been provided to Treasury Office.
    • The proposal for furnishing, partitioning, electrification etc. for the new site( Two Room ) which is allotted by DC Sir to NIC, Karimganj Dist. unit after repeated demand is prepared and submitted to make it ready so as to start LRC project.
15. Kokrajhar
    • Report not received.
16. Lakhimpur
    • MIS on Schools' and Teachers' database: Data entry of Middle and LP schools of Narayanpur and Borboloni Blocks has been completed.
    • CIC project: Visited 5 blocks i.e. Lakhimpur, Nauboicha, Boginadi, Telahi, Boginadi, Ghilamara and Dhakuakhana . Fresh Advertisement has been published for interested candidates for the post of CIC operator.
    • Computerization of District & Session Judge: The site augmentation of the District & Session Judge, Lakhimpur has been completed through constructing a new attach building. This computerized system site is expected to be inaugurated by Hon'ble Justice, Gauhati High Court within this month.
    • Data base on NGOs: Data collection has been started on NGOs/ Societies./ Trust etc. of this district with covering details of the NGO, objectives, area of activities, activities during the last three years, fund received so far etc.
    • Project Proposal prepared on Setting up of a Mini CYBER PARK under MPLAD fund
    • Land Record Computerization: An amount of Rs 7.5 Lakh been received by the DC to start Land Records Computerization in this district and necessary action has been initiated accordingly.
    • Database on Nurse Trainee's Applicant: The database of applicants for Nurse Training (300 Nos. of record) has been created.
    • Treasury Computerization going on in full swing.
    • Information Facilitation Centre and Grievance Cell Activities going on
17. Morigaon
    • Started the implementation process of the Teacher's Database S/W and has already been completed the data entry for the primary school details for the entire district. Teacher's details for the primary school teachers will be started shortly.
    • UnixWare reloaded in the District & session Judge Court computer. Payroll S/W installed and trial data entered in the District & session Judge Court computer.
    • Modified the website for the Morigaon district.
    • Project like Monthly MPLAD/MLALAD scheme monitoring Bakijai (Lone Recovery) for DC's establishment going on.
18. Nagaon
    • By-Election to the 11 KALIABOR Parliamentary Constituency:
      1. Personnel Management: NIC computer resources utilized for deployment of 2487 Polling personnel for 512 stations.
      2. Randomized the formation of polling parties, assignment of stations to them. Decoding of polling stations done on the eve of Poll.
      3. Training letters, appointment letters for both polling and counting parties, and also explanation letters (for negligence to poll duty) were generated.
      4. List of personnel provided to all concerned branches, Actual Pay receipts (for polling/counting personnel) prepared for Election Bill Cell.
      5. On the day of Poll : Data entry of Form PS-05 (polling station voter turn out data) for all the 4 LACs done
      6. On the day of counting: Data entry of Polling station wise votes obtained by candidates, done for preparing final result sheet (Form 20 part I and part II).
    • Land Records Computerisation: Jamabandi records of a total of 540 villages entered. Five revenue circles covered. Data entry for sixth circle going on.
    • C.I.C: Visited CIC Kaliabor. Eradicated 'nimda' virus from 4 affected PCs.
    • Distt. Judge Computer Centre: Modified the salary package to accommodate changes in Income Tax.
    • Treasury (TAAS): Modified the report module for receipt schedule to include new receipt head '0515' (House rent).
    • Kendriya Vidyalaya, Nagaon: Assisted KV, Nagaon as Subject Specialist, for conduct of interview for the post of part time Computer Teacher/Instructor for the KV.
19. Nalbari
    • Treasury Accounting System computerization (Running)
    • Payroll System of Dy. Commissioner office running.
    • Food & Civil Supply project for allotment of rice, wheat, sugar and k-oil running.
    • Teacher Information system implemented and data entry started.
20. N.C. Hills
    • DIO visited CIC at Diyungmukh block for inspection.
    • Visited Don Bosco & Convent High School for physical verification of computer supplied under MPLADS scheme.
    • Daily Report on Wholesale & Retail price of rice was sent regularly to the authority concerned through e- mail.
    • Data for the monthly reports on ICDS Project, Family Welfare department (CNAA) were entered and sent to concerned authorities through e-mail.
    • Data Entry for Teachers' Database is going on.
    • DIO attended training programme on Alert System, GIS & RS at Guwahati.
21. Sibsagar
    • Computerization at Dist. Judge Court Centre going on smoothly.
    • Updation of the District Web site.
    • The TREASURY of DC's Office is going on effectively under the supervision of NIC Dist. Unit.
    • Data Entry Process on Muga Farmers using the S/W developed by this Unit using MS-ACCESS is completed.
    • Projects like Monthly Allotment of PDS items, Bakijai (Loan Recovery) & Payroll for DC's establishment going on.
    • Project for Revenue Settlement and MP/MLA LAD scheme monitoring is going on smoothly.
    • The Data Entry Process of Teachers Database is going on despite some problems.
    • One new 1 KVA UPS from Tritronics is installed and is working fine.
22. Sonitpur
    • Report not received.
23. Tinsukia
    • Tested the teacher database s/w, trained 2 peronnel of O/O DEEO, Tinsukia and 2 personnel of O/O Inspector of Schools, Tinsukia for data entry to the s/w. Monitoring the data entry process and taking daily backup.
    • Developed a s/w for calculation of Land Revenue and Local Rates for Tea Garden. Monitor the data entry process and generates the demand notes along with the calculation for all tea gardens of Tinsukia District.
    • Generation of Pay statement, different schedule for District Admn., District & Session Judge office, CJM Office, and F&CS, Tinsukia.
    • Updation and monthly report generation of MPLAD, MLALAD, Bakijai and Untied Fund s/w.
    • Monitoring of TASS s/w implementation at Tinsukia Treasury.
    • Visit to Different CIC centres and monitoring the progress of site preparation.
    • Monitoring of computerization of O/O EPFO, Sub-regional office Tinsukia.
