Activity Report April, 2002

NIC Assam State Unit

1. Projects
   1. On request from the Chief Minister's Secretariat, designed and launched the Web-enabled Performance Evaluation and Enhancement Programme (PEEP) for monitoring the beneficiary-oriented schemes at the district level.
   2. Treasury Computerization: S/W development in progress for 'Online DDO Bill Processing' and 'Online Cash Challan Processing'.
   3. Helped the DIOs of following districts to update their web sites: Tinsukia, Sonitpur, Sibsagar, Morigaon, Nagaon, Kokrajhar.
   4. Oracle-based LRC software modified and enhanced.
   5. Teachers' Database: Code Updation programs are made ready. Web Enabled application development is going on. A few reports are ready.
   6. Continuous technical support to CM's Secretariat.
   7. In GIS,
      • Linking of attribute data to Nalbari District layer ( not geo-referenced)
      • Digitization, map composition and generation of output of Ward Map of Guwahati city required for Municipal Election (Digital map not geo-referenced)
      • Installation and testing of ALERT System (For Disaster Management)
   8. System Administration
      • Developed a WEB announcement application and incorporated on http://assam.nic.in, which is used for BROADCASTING important messages through the web.
      • Modified and changed the interface of the mail application http://assam.nic.in
   9. Training
      • "Windows and Office Productivity Tools" for user organizations during April 08-12, 2002 (15 participants)
      • Demo organized on Transport Sector Software for Commissioner (Transport) on 19-04-2002.
   10. Other Activities
       • SIO participated in the inauguration ceremony on 5-4-2002 of the 'IT-based Community Learning' Course through teleconferencing from IGNOU Regional Centre at Guwahati.
       • Co-ordinated with the vendors for equipment dispatch and installation for the CIC Project. Road Permit obtained from Commercial Tax for some of the dispatches.
       • IGNOU Regional Centre provided Site Preparation Specification for setting up their Computer Lab.
       • On request, prepared a proposal for setting up IT TRAINING INSTITUTE in The Assam Institute of Research on SC & ST.
       • Dial up connectivity provided to Vocational Rehabilitation Centre, Guwahati & Directorate of Economics and Statistics
       • Conducted VC between APC, Govt of Assam and Spl. Secy., Agriculture GOI.

NITPU Guwhati

• Meetings held with the Board of Secondary Education, Assam (SEBA) for Publishing H.S.L.C result on the web server of NIC and the home page for that is structured.
• Updation of the website of Govt. of Assam.

District Units

1. Barpeta
• Data entry for the teachers database project has been completed both for Secondary and Elementary schools and the same is submitted to the State Unit. The checklist of the data has been generated and submitted to the DEEO and IS office, Barpeta.
• A list of Ninety-Seven (97) cases for CIC Operators have been processed and submitted to the Deputy Commissioner, Barpeta for necessary action. DIO visited the Keotkuchi block and sent the status to the concerned for necessary action.
• Provided necessary assistance to the DICC Barpeta for correcting the data for SSI Registration.
2. Bongaigaon
• Computerized systems like National Family Benefit Scheme (NFBS), MP and MLA LAD schemes are running smoothly.
• Data collected and transmitted through the web-enabled system for Chief Minster's Secretariat on five schemes like NOAP, MPLAD, NFBS, NMBS and PDS.
• Teachers' Database: Data entry for Elementary Schools has been completed.
• District Web-Site updated.
• LAN has been installed in DC Office Development Branch.
• Linux has been configured and connected successfully to LAN with NT and Unix.
3. Cachar
• Training on the DCIS s/w was given to the District Court Personnel.
• Teachers database data entry going on. Attended a meeting on the Teachers Database progress with the ADC.
• Agriculture and MPLAD data entry going on.
• Visited DRDA and CBI as reports were to be submitted on their machine positions.
• Data collected and transmitted through the web-enabled system for Chief Minster's Secretariat on five schemes like NOAP, MPLAD, NFBS, NMBS and PDS.
• Assisted Treasury in putting the last financial year's transaction data into archive.
4. Darrang
• Teachers database: Data entry for secondary and Higher Secondary schools and teachers are completed. Almost 90% data entry for Primary and Middle schools and teachers are completed.
• One computer is installed in Addl. Chief Medical & Health Officer (FW), Darrang, Mangaldoi.
• UnixWare and application software like DCIS, FoxBASE+, Payroll are installed in District Court.
• Land records data entry is in progress, Total no of village completed 316 out of 1317, circle wise 4 circle completed out of 9, 5th is running, Mouza wise 9 Mouza completed out of 29, 10th is running.
• LAN installed in the District Unit through HUB connecting 5 PCs.
• Provided technical support to treasury computerization project
• The two site of CIC is inspected physically. The interview for CIC operator is conducted.
• Fresh data entry and reports generation is done for MPLAD/MLALAD MIS and TN MIS.
5. Dhemaji
• Correction of SSI data is going on.
• Internet connection to D.C.'s Office chamber has been provided.
• Installation of Judicial court machine has been completed software is running.
6. Dhubri
• Data entry of Teachers Database for both Elementary and Secondary Schools had been completed. Necessary Checklists for both the schools had been given to the concerned authority for validation check. Correction for Secondary Schools has been completed on 29/4/2002.
• Installation of computers and printers had been done in two CICs at Golokganj and Gauripur Development Blocks on 25/4/2002 and 26/4/2002 respectively. The list of recommended candidates for CIC Operator has been prepared and it was sent to Director, Industries & Commerce, Assam, Guwahati and to the State Informatics Officer.
• Construction of a new room of size 20'x14' for NIC, Dhubri is going on.
• Training for a new batch comprising 10 participants from Treasury Office, Dhubri has been started from 29/4/2002.
7. Dibrugarh
• Data-entry for Teachers database was completed.
• Oracle Database reinstalled of Treasury Accounting System after some problems.
• CIC sites were visited. The sites are ready only electricity supply has to be made
• Training on Ms Office and Windows was imparted to four persons of the district administration.
• Database on MPLAD AND MLAD designed and data entry going on.
• Data-entry for the web-enabled PEEP done.
• Data entry for the accounting has been started at FCI in the DAIS software
• One HDD has been installed at the District & Session's Judge's Court and Ms- Windows has been installed.
8. Goalpara
• Data Entry for the Teacher Database has been completed and code serialization going on
• Interview of CIC operators has been conducted on 23/04/2002.
• Initial steps taken for starting LRC project.
• Trying to install the LOBIS in the District and session Judge under Unix.
9. Golaghat
• Teacher's Database: The work on data validation of Teacher's database is going on. Entry of all High/H.S.Schools/Elementary Schools has been completed.
• Data collected and transmitted for through the web-enabled system for Chief Minster's Secretariat.
• Provided technical support to the District Treasury.
• HUB installed at office and a LAN has been established. Internet connection given to Deputy Commissioner.
• Installed Internet Connection at DICC.
• Conducted interview for the posts of CIC Operators on 10th April.
10. Hailakandi
• Data entry of Teachers Database completed for Secondary, Higher Secondary, Middle and Primary schools has been completed. Printing of reports, correction of schools and teachers data is going on.
• The interview for selecting CIC operators was completed.
• The Windows NT LAN connection set up has been completed.
• Operating System and application software loaded in the District Court system and training given to them
• Performance Enhancement and Evaluation Programme (PEEP), Chief Minister's Monitoring Cell: This web-enabled system used for last month's data for five schemes.
• Loading of Unixware 2.1 and Oracle 7.0 on the LRC machine has been completed.
11. Jorhat
• Teacher's database: Completed data entry for Higher Secondary, High Schools and Upper Primary Schools. Data entry for Primary Schools is going on.
• At the request of PHE, Jorhat generated a report from Habitation Survey data(Part-II) as per format provided by them.
• Visited CIC site of Titabar and Sipahikhola Blocks along with DIC personnel and UPS engineer.
• Visited DIC for updation of SSI framelist data.
• Used the web-enabled PEEP system for uploading scheme progress reports.
• Various Reports generated for 2nd Round of Raijor Padulit Raijor Sarkar(RPRS or Govt. at Peoples Doorstep) for submission to Govt. Of Assam
12. Kamrup
• "Teachers Database Project: Data Entry completed for High & Higher Secondary Schools. Entry nearing completion for ME Schools.
• Land Records Computerization: Editing of Land Records data is going on. Programs modified for Editing and Report generation.
• Performance Enhancement and Evaluation Programme (PEEP), Chief Minister's Monitoring Cell: This web-enabled system used for last month's data for five schemes.
• Inspection carried out of Computer Centres set up under MPLAD scheme.
13. Karbi Anglong
• Payroll system of Karbi Anglong Autonomous Council employees has been running smoothly for the last five years.
• Teachers' Database: Data Entry and Error Checking has been completed for Secondary and Higher Secondary Schools of Karbi Anglong District. Data Entry completed for Middle Schools and Error Checking is going on for preparing the Teacher Database.
• We are conducting one month Computer Trainings (course includes Fundamentals of Computer, MS-WORD and MS-Excel) for the Employees of DC's Establishment in a phased manner. We have selected 10 nos. of Employee (one from each branch). This month 2 (two) employees were given training.
• Assited DIC personnel for Correcting SSI unit data.
• Helped District Administration in sending data related to the web-enabled Performance Evaluation & Enhancement Programme (PEEP)
• Providing Technical support to the District Treasury.
14. Karimganj
• The problems encountered in Karimganj Treasury have been solved.
• Generated monthly report for land revenue collection and sent to CM secretariat.
• Daily situation report and report of daily requirement of essential commodities in Karimganj District( F & C.S. dept.) generated and sent to CM secretariat.
• In District & Sessions Court, OS, LOBIS s/w, lyrix & foxplus loaded. Payroll system is working fine.
• Report of PMRY and QPMRY for DICC has been generated & sent to Director, DICC, Assam .
• Training imparted to four staffs of D.C. office.
• Teachers' Database: Data entry is going on.
• Visited one CIC site.
15. Kokrajhar
• Teachers' Database: Data-entry going on.
• Deputy Commissioner's e-mail operationalised.
16. Lakhimpur
• Inauguration of Computer Site of District & Session Judge, Lakhimpur: The computer centre of the office of the District & Session Judge, Lakhimpur was inaugurated by Hon'ble Justice, Gauhati High Court on 1st April 2002.
• Teachers' database: The date entry operation of the primary and secondary teachers' is on the final stage of completion.
• Industries SSI database: Supported District Industries & Commerce Centre in completion of the SSI Data entry project.
• Chief Minister Programme: Data entry on the web-enabled monthly progress report of MPLADs, Food & Civil Supply, Social welfare, Health has been done.
• Asam Sahitya Sabha 67th Session: Technical support i.e. email facility and NET broadcasting have been provided to the Organizing committee for wider dissemination of the status of Asam Sahitya Sabha.
• Festival of Subansiri 2002 (10th & 11th April 2002): Support to the Organizing Committee on scanning of culture, banner preparation, invitation etc.
17. Morigaon
• Teacher's Database: Almost completed the data entry except about 357 records.
• Successfully implemented the District Court Computerized Project S/W and working fine. Data entry started for the District & Session Judge court. Cause List has also been generated..
• First phase manpower selection process for the CIC project completed.
• Modified the website for the Morigaon district.
• Project like Monthly MPLAD/MLALAD scheme monitoring, Bakijai (Lone Recovery) for DC's establishment going on.
18. Nagaon
• Land Record Computerization: Data entry going on full swing. Five revenue circles covered. A total of 569 villages' Jamabandi records entered into computer. Initiated process to print RoR.
• Distt. Industries & Commerce Centre : Assisted DICC, Nagaon in correction of Small Scale Industries Registration System database.
• Teachers Database: Data entry for Teachers Database project comprising teaching and non-teaching staff information of High/Higher secondary Schools and LP/ME Schools, nearing completion.
• Web site: Nagaon District WEB site updated.
• Distt. Administration: LAN connection provided to Deputy Commissioner's Chamber. Salary of April 2002 for DC's establishment prepared.
• District Judge's Office: Installed MS-Office XP (procured by District Judge's office) at the Court Computer Centre. Technical assistance provided to them on application S/W.
19. Nalbari
• Treasury Accounting System computerization (Running)
• Payroll System of Deputy Commissioner office running.
• Food & Civil Supply project for allotment of rice, wheat, sugar & k-oil running.
• Teacher Information system: Data-entry going on.
• CIC Interview Conducted and list of selected candidates sent to DICC for Approval. Computer installed at two CIC centers
• DIC Data Correction Completed.
• Internet Connection to DC's Room through LAN.
• Web-enabled system used for data Transmission for CM Monitoring Cell.
20. N.C. Hills
• RAS has been successfully installed at NIC, N.C.Hills. Internet connection has been provided to the Election Office of Haflong using RAS.
• Interview for the post of CIC Operators was held on 4th April 2002. DIO inspected the proposed CIC site at New Sangbar Block along with GM, DIC.
• Data Entry for Teachers' Database for High & Higher Secondary schools has been completed. Data Entry for ME school is almost complete.
• DICC, Haflong was provided necessary technical support for correcting the SSI data and for exporting the same from MS Access to Dbase III+ for onward transmission in a floppy.
• Data for the monthly reports on ICDS Project, Family Welfare department (CNAA) were entered and sent to concerned authorities through e-mail.
21. Sibsagar
• Updation of the District Web site.
• The Computerized TREASURY Accounting System is going on effectively under the supervision of NIC Dist. Unit.
• Projects like Monthly Allotment of PDS items, Bakijai (Loan Recovery) & Payroll for DC's establishment going on.
• Project for Revenue Settlement and MP/MLA LAD scheme monitoring is going on smoothly.
• The Data Entry Process of Teachers Database is completed and checking of data is going on.
22. Sonitpur
• Teachers' Database: Data entry completed for secondary schools. Regarding elementary schools Annexure II has been completed and about 26% completed of Annexure I. Entry is going for about 12 hrs daily since 26th April.
• Visited the 5 CIC sites (Gabharu, Balipara, Naduar, Biswanath and Dhekiajuli ) along with the HCL and Tritonics Engineer for installation of computer and UPS and completed the installation during April 23-27, 2002 with temporary power connection,
• Porting of Land Records data continuing to Unix environment from DOS.
• The dial up connection at Deputy Commissioner's office chamber, Tezpur has been installed.
• Unixware 1.1 has been installed at District Court.
• Treasury Accounting Application System (TAAS) running smoothly.
23. Tinsukia
• Teacher database: - Data entry completed, Checklist generated. Data Correction for High School, Higher Secondary School and Data Serialization is in progress for Elementary schools.
• Generated the Annual demand notes of Land Revenue and Local Rates along with the calculation for all tea gardens of Tinsukia District.
• Generation of Pay statement, different schedule for District Admn., District & Session Judge office, CJM Office, and O/O F&CS, Tinsukia
• Providing technical support on the TASS s/w at Tinsukia Treasury.
• Providing technical support to the O/O EPFO, Sub-regional office Tinsukia.
• Interview for CIC, operators was conducted for 2nd time as per direction of Deputy Commissioner, Tinsukia
• Updation of Tinsukia website (http://tinsukia.nic.in ) and included some new pages.
• Training of Officer and staff of D.C. Office, Tinsukia in M/S Office suite- a continuous process to make the District Admn. Computer literates.
