Assam State Unit

1. Projects
1. System Analysis & Design completed for an MIS on Production & Sales for Central Silk Board, Guwahati.
2. System Development continuing for the Commercial Taxes Sector.
3. System Development completed for MIS-DIC.
4. Software for detecting forged Pension Bills implemented in the Directorate of Treasury & Accounts.
5. Remotely updated district wleb sites for Darrang, Tinsukia, Sonitpur & Nalbari. Problems in Barpeta web site solved.
6. Web-enabled Leave Information System under development.
7. Provided training and organized data-entry for Minor Irrigation Sample Survey.
8. Personnel Information System under development for Forest Department.
9. Upgraded web-enabled Hardware MIS.
10. Digitization going on of village maps for Kamrup District.
11. System Administration
• Calderas Open Unix 8.0 (trial version) installed on one of the Sectt. LAN Server.

1. Windows NT System Administration for Census personnel during Nov. 19-23, 2001. (6 participants)
2. Multimedia Workshop for NIC personnel during Nov. 26-27, 2001. (20 participants)

1. Internet connectivity made available round the clock on the (temporary) Secretariat LAN.
2. Proposed to the State Govt. for developing web sites for all 52 departments of the State Govt.
3. Submitted proposal to the State Govt. for providing e-mail connectivity to the Resident Commissioner's Office at New Delhi.
4. Ensured participation of a number of senior medical professionals from Guwahati in a meeting through VC on 29-11-2001 at a short notice.

NITPU Guwahati

1. Updation of the web site of Govt. of Assam.
2. Updation of the web site of Indian Institute of Entrepreneurship, Guwhati.
3. Design of web site started for Directorate of Economics and Statistics, Guwahati.
4. Collection of Matter for the web site of NERAMAC started.

District Units

1. Barpeta:
   • Report not received.
2. Bongaigaon:
   • Computerized National Family Benefit Scheme, MPLAD are under implementation for DC Office.
   • Revenue Information System under operation for various departments.
   • Plan chalked out to install a LAN with 5 nodes.
   • Web Site updation.
3. Cachar:
   • Designed a program in VB & Access for generating Appointment Letters for Summary Revision of Electoral Rolls.
   • Training on "Fundamentals of Computer" held during Nov 5-17 (25 participants).
   • Visited the blocks with the DIC GM for handing over the room formally so that civil works can start.
4. Darrang:
• Works for Panchayat Election in Assam has started. NIC is playing an active role for computerizing the different electoral processes.
• A problem of Land records software is rectified and data entry for the same is in progress.
• DIO participated as a faculty in the training at the State Unit on Multimedia for the NIC personnel.
5. Dhemaji:
• The Teachers Database software has been installed. Letter has been issued to concerned departments to depute personnel for data entry. No response has been received from their side till now.
• Site inspection for CIC project has been completed. Receiving of application form for the post of CIC operators has been completed.
• Panchayat election work is going on.
• Training to the D.C. Office staff on Windows and MS- Office is also going on.
6. Dhubri:
• Inspection of Site for setting up of CIC is done for 7 (seven) no. of Development Block and report has been submitted to the Deputy Commissioner, Dhubri. The remaining 4 (Four) Development Blocks will be inspected on 28/11/2001 and 29/11/2001. Attended meeting on CIC with ADC and all the BDOs at D.C.'s conference hall.
• Data entry for RPRS (Govt. at Peoples' Doorstep scheme) is going on.
• Prepared list of h/w, s/w and books in details for physical stock verification.
• Attended meeting on Panchayat Election with DC and all other officers of the District.
7. Dibrugarh:
• Report not received.
8. Goalpara:
• Database under development for Panchayat Election.
• Providing technical guidance for the Election Branch, DC's Office, Goalpara.
• Providing Technical guidance for the Installation S/W and LAN at Navoday Vidyalaya, Dudhnoi, Goalpara.
• Meeting held with the DEEO for implementations of Teachers Database.
• Day to day works for the Branch DCP, RELIEF, NAZARAT, DC's Office , Election Branch etc.
9. Golaghat:
• District and Block level committees for CICs formed.
• Generated a list of candidates for the post of Computer Operators for CICs after necessary scrutiny.
• District Court Computerization: The site preparation for setting up a Computer Centre at District Court is completed under our supervision.
• Monitored the day-to-day operations of the Treasury Information System.
10. Hailakandi:
• Reinstalled the crashed program of treasury.
• Allotment of PDS system for the month of Sept,2001
• Plan chalked out to conduct the CIC recruitment process. Visited Katlichera CIC site on 23/11/2001
• Conducted training for teacher database.
• Computerization work under progress for the ensuing Panchayat Election.
11. Jorhat:
• Developed a database on panchayat wise complains (Individual Family Needs (IFN), Community Needs (CN) and others) received by various department under scheme Raijor Padulit Raijor Sarkar(RPRS) . The database contains almost 2000 records. Various reports have been generated as per the need of the District Administration. Developed in MS-Access.
• Updated the arms license database.
• On request of Project director, DRDA, Jorhat , developed an information system to store information on various schemes undertaken under MPLAD scheme. The system has provision for data entry, data modification and for generating various reports. It has been developed in MS-Access.
• Vision document for the Jorhat district was published with the help of this office. Whole document was typed and printed at this office.
• Visited construction of CIC sites undertaken under 2nd phase.
• Other various works as assigned by the District Administration and implementation of various ongoing projects like DCIS, FCI, Treasury computerization etc.
12. Kamrup:
• Data entry for two Education Blocks of Kamrup District under "Teachers Database" project has been completed.
• Data-entry for Raijor Podulit Raijar Sarker(RPRS: Govt. at Peoples' doorstep) project is completed for all the 17(seventeen) blocks of Kamrup District under the "1st RPRS week" programme and report is generated.
• Regular data entry and report generation of data under MPLAD scheme.
• Regular documentation of important documents of the District Administration.
• Compilation of information for updation of the district web site.
13. Karbi Anglong:
• Karbi Anglong Autonomous Counicl Election, 2001 preparation: For the ensuing council election, 2001, Database being built up on Employees Information, Polling Centre Information & Zone Data; Generation of Appointment letters using randomization.
• Council Election Web Site Preparation & tested on the State Unit Web Server which will include upto date result information.
• Maintenance & aid to the Computer Cell of District Treasury Office: The s/w TAAS is being running the District Treasury Office.
• Teacher's Database: Consulted with the IS (for secondary & Higher Secondary schools); implementation to start after the election the process.
14. Karimganj:
• Made ready District Court machine for master data entry after installing OS, DCIS. Also tested JUDIS s/w successfully.
• Imparted training to four staff of DC office on fundamentals of Computer.
• Started work for Panchayat Election.
• Co-ordinating with DC & GM, DIC for implementation of CIC project.
• Supporting treasury Office ( TAAS S/W) & Election Office ( TERMS S/W)whenever necessary.
15. Kokrajhar:
• Installation of Server Machine, Pentium III and LAN Connection at NIC, Kokrajhar as well as Internet Connection to DC's Chamber from NIC, Kokrajhar using HUB from Server Machine.
• Monthly Statement on Collection of Land Revenue and Local Rates Revenue Rates for the month of September, 2001
• Monthly Statement of Bakijai (Loan Recovery) Cases for the month of October, 2001
• Quarterly Statement in Collection of Land Revenue and Local Rates for the month of September, 2001
• Verified the Physical Stock (Hardware Details etc.) at NIC, Dhubri.
• Imparted training to three persons from D.C's office on data-entry etc. for ensuing Panchayat Election, 2001.
• Started data entry for Employees Gradation List, D.C's Office (Personnel Branch).
• Data entry is still going on regarding Computerization of Municipal Taxes viz. light tax, house tax etc.
• Computerization of Panchayat Nirvachan, 2001, is going on.
16. Lakhimpur:
    • CIC Project: Master database has been build up for computer literate unemployed youth in this district; Processing on CIC operators recruitment; Visit to CIC Project sites etc.
    • IT Projects for this district: As desired by Deputy Commissioner, needful correspondence have been taken up for setting up a Mini IT Park, E-governance, E-commerce for Gramin market, IT infrastructure support , IT for masses, Manpower creation etc.
    • Education Database: Computer training has been imparted to two personals from Office of the District Elementary Education Officer for the projects on Teachers & School Database.
    • Panchayat Election' 2001: Polling personal database creations for the ensuing Panchayat Election and other processing works.
    • Resource on Sustainable Organic Farming: To educate the local youths on sustainable organic farming with the resource materials compiled by NIC with assistance from World Community Education Development Society, CANADA , an one day workshop was organized at the Deputy Commissioner's chamber on 19th November,2001 inviting all concerned people, scientist, agriculturist, Bank, Unemployed youth , NGOs etc. Ms. Peggy Carswell, a renowned expert on organic cultivation briefed her expert opinion on the future of organic cultivation. NIC Lakhimpur is helping to store/ provide all technical materials in this regard.
    • World Computer Literary Day: Steps have been taken up for the coming World Computer Literacy day to be held on the 2nd December to observe in a befitting way. All MPs/ MLAs from this district have been invited for FREE CRASH IT OCURSES and all school toppers are invited to learn about Advancement on IT Technology. Steps have been taken to involve all NGOs/Educational Institutions/ interested persons in this program.
    • Information Facilitation and Grievance Cell: Data updation of the complaints/grievances and data entry on CIC operators applicants.
    • Computerization of Treasury: Support on ongoing treasury computerization
    • Computerization of Industry: Functioning smoothly.
17. Morigaon:
• Necessary steps taken for implementation of the District Court Information System (DCIS).
• Inspected the Mayong block (Jagiroad College) for setting up CIC Project.
• Steps taken for preparing the prominent Citizens' list for the district.
• Initiated discussion on Land Records Computerization project.
• Project like Monthly MPLAD/MLALAD scheme monitoring Bakijai (Lone Recovery) for DC's establishment going on.
• Started the process for Panchayat Election.
• Training on Windows based application S/W imparted to assistants of the DC office establishment.
18. Nagaon:
• Panchayat Election: Reservation of SC/ST seats for ZPC member, AP President, AP Vice President, AP member, GP President and GP Member done based on population pattern. Reservation of women seats in the above categories done using random process (Lottery). Reservation accepted by all the political parties and notified by Deputy Commissioner, subsequently. Personnel Management for Panchayat Election duty: Data-entry/ modification going on.
• Land record project: 5 circles completed. Villages covered = 491.
• Treasury: TAAS database reinstalled after a crash. Recovery made. Accounts preparation using TAAS going on for October'2001. Salary of Treasury staff for the month of October prepared.
• Teachers Database: 4 personnel from DEEO, Nagaon, trained in operating the s/w for Teachers Database. Data-entry going on.
• Web site: Content preparation for augmenting the district web site going on.
• Salary of DC office: Salaries of Officers and staff of DC's establishment prepared for the month of November' 2001.
19. Nalbari:
• Report not received.
20. N.C. Hills:
• Successfully connected WX-PAD to FTDMA VSAT.
• Necessary technical help is being provided to the Election Department of Haflong for carrying out various computer-related works for the General Election to the North Cachar Hills Autonomous District Council.
• Data for NSAP reports were entered and sent to concerned authorities.
• Daily Report on Wholesale & Retail price of rice was sent regularly to the authority concerned through e-mail.
• Visit to CICs at Maibang and Mahur along with GM, DIC and the engineer from DIC, Jorhat to do the necessary survey for starting construction work.
• Data for the monthly reports on ICDS Project, Family Welfare department (CNAA) were entered and sent to concerned authorities through e-mail.
• The display problem in the Server of Election Office of N.C.Hills was solved.
• Loading of Adobe Photoshop 6.0 software in the computer of the Wholesale Consumers Co-operative Society, Haflong.
21. Sibsagar:
• Work on DCIS software is going on in the District Judge Court Centre smoothly.
• Updation of the District Web site.
• The Treasury Accounting System is going on effectively under the supervision of NIC Dist. Unit.
• Training organized on MS-OFFICE for officers/staff of DC's office.
• Various works related forthcoming Panchayat Election.
• Projects like Monthly Allotment of PDS items, Bakijai (Loan Recovery) & Payroll for DC's establishment going on.
• Project for Revenue Settlement and MP/MLA LAD scheme monitoring is going on smoothly.
• One Projector and Computer is installed in Conference Hall of DC's Office Sivasagar for various Seminar purpose.
• The 'Teacher's Database' s/w is ready for carry out the objectives.
22. Sonitpur:
• Data entry of Polling Stations and updating of Polling personnel's database are going on in full swing for the forth coming Panchayat Election.
• District Court Information System (DCIS) s/w is installed under Linux environment at Court Centre; data entry is going on.
• The s/w for District Industry Centre (SIRIS) installed and data entry is going on.
• Site inspection of 7 nos. of sites for CIC project done with the DIC personnel. Preparations going on to conduct the recruitment process of operators.
• Visited Navodaya Vidyalaya at Biswanath Chariali and conducted the recruitment of Computer Teacher.
• Treasury Accounting System (TAAS) running smoothly.
• Projects like Monthly Allotment of PDS items, Bakijai (Loan Recovery), MP/MLA Local Area Development scheme monitoring system, 9-MLD Water monitoring system & Payroll for DC's establishment going on.
• Updation of the District Web site.
• Training imparted to employees of Commissioner's office on MS Office and Windows.
• Transmission of Daily Price Report and monthly CNAA data.
