Activity Report: December 2001

Assam State Unit

1. Projects
1. Demo given on RuralSoft to Director (RD).
2. Started study for preparation of SRS for NERAMAC.
3. The on-line Pension Bill processing module of the Treasury Accounting system has been implemented in another treasury.
4. Digitization going on of village maps for Kamrup District.
5. System Administration
   • RAS (Remote Access Server) has been installed with only one dial in line in the state unit.
   • Microsoft .NET framework has been configured with the windows 2000 server at ASU. A demo software using Passport SDK2.1 has been successfully made and configured on the .NET platform as a test Passport Site. SOAPToolkit2.0 has been used for making a TEST site under .NET platform using .aspx ( Visual studio .NET ) framework.
2. Training
1. IT Module of the Training Programme for IAS Officers of 6-9 years of Seniority at Assam Administrative Staff College during Dec 3-7, 2001. (16 participants)
3. Other Activities
1. Inputs for the Training Calendar of the next year prepared and sent to NIC HQ.
2. Inputs for Annual Report 2001-2002 & Performance Budget 2002-2003 prepared and sent to NIC HQ.
3. Hardware Maintenance Review Meeting conducted at the State Unit for all NE States during Dec 12-13,2001.
4. SIO participated in a one-day Seminar on Application of IT in the Government for the Ministers & Senior Officers of the State Govt. on 7-12-2001 at Assam Administrative Staff College.

NITPU Guwahati

1. Regular providing of Internet/E-mail connectivity.
2. Updation of the website of Govt of Assam.
3. Design of new module for website of Govt of Assam.
4. Regular Interaction with customers.

District Units

1. Barpeta:
• Sites for CIC blocks for second phase (9 Dev Blocks II phase) have been visited and status reports of all the sites have already been sent on 22-12-2001.
• Provided necessary support to the District Administration and working all along including holidays also for Panchayat Election 2001. As per direction of District Administration, HDD contents of the machines of the press engaged in ballot paper printing using DTP S/W were cleaned in three towns in the district.
• UPS has been brought by the District & Session Judge. It needs to be tested. Once it is found to be ok, projects of District court shall be taken up for implementation.
2. Bongaigaon:
• Computerized National Family Benefit Scheme, MPLAD are under implementation for DC Office.
• Computerized MPLAD System is under operation for DC Office
• Training imparted to 9-Officials (Group wise) of DC Office for 2 Months
• Visited the CIC sites for the third phase with GM, DIC.
• A meeting conducted with Deputy Commissioner, HOD of different depts. and different Members of NGO with the purpose of providing information regarding different Central Govt. schemes mainly downloaded from the web-site www.nic.in and other web-sites.
• Configuration done for Linux and UnixWare to make a hybrid LAN with NT 4.0
3. Cachar:
• Completed the software in VB & Access for generating 11,000 Appointment Letters for Summary Revision of Electoral Rolls.
• The written exam for CIC was conducted on the 24th of Dec 2001 .A total no. of 13 people sat for the exam.
4. Darrang:
• Works for Panchayat Election in Assam has started. NIC is playing active role for computerizing the different Electoral process.
• District Court Information System (DCIS) in District and Session Judge office is installed.
• The problems removed of accessing floppy drive, DVD Drive and multimedia facilities on the Linux sytem. Star office 5.2 is installed in Linux
• Two CIC sites are inspected physically and works for rest of CIC are going on in full swing.
• Land records data entry is in progress, man power for data entry job is increased.
• Treasury computerization works has started.
5. Dhemaji:
• Report not received.
6. Dhubri:
• Appointment of Polling & Counting Personnel, Designated Officers, preparation of Advance Payment Report (APR) for all the Polling and Police personnel and other Panchayat Election related works entrusted by district authority has been done successfully,
• An amount of Rs. 2,00,000.00 (Rupees two lakhs) is approved by the Hon'ble M.P, Dhubri from his MPLAD fund for extension of existing NIC room and accordingly Plan & Estimate is submitted to Deputy Commissioner, Dhubri for necessary Administrative Approval.
• Persuaded authority for installation of LAN at NIC, Dhubri and accordingly Cable laying is completed and one mini HUB is received from district administration for the purpose. Also inspected the Electrification, Earthing and LAN Cable laying for installation LAN at D.C.'s office, Dhubri.
7. Dibrugarh:
• Work related to Panchayat Election going on in full swing. Appointment letters for 988 polling stations were issued with groups of six people each.
• Construction of CIC site of Lahowal has been completed and Khowang is nearing completion.
• Installation of computers at of Jawahar Navodya Vidyalaya School, Moran has been supervised from this office.
8. Goalpara:
• Computerization support provided for Panchayat Election including Generation of Appointment Letter for Zonal Officer, Sector Officer, Presiding Officer, Polling Personal; Register to maintain Payment received by the officers involved in the Election; Generation of appointment letter for Counting personal.
• Installation of Computer system at Navodaya Vidyalaya Dudhnoi has been Completed & inspected.
• Training has been conducted for the employees from different Departments Deputed here for Data Entry.
• The Systems at District Court has been inspected for installation DCIS S/W , but Keyboard has been found faulty .
9. Golaghat:
• Report not received (VSAT down)
10. Hailakandi:
• Computerization for Panchayat Election taken care of; full Data Management of Panchayat Election 2001, for Hailakandi District including appointment of Polling Personnel, Counting Personnel and other related works.
11. Jorhat:
• Developed a database on panchayat wise complains (Individual Family Needs (IFN), Community Needs (CN) and others) received by various department under scheme Raijor Padulit Raijor Sarkar(RPRS: Govt. at Peoples' doorstep) . The database contains almost 2000 records. Various reports have been generated as per the need of the District Administration. Developed in MS-Access.
• Updated the arms license database.
• On request of Project director, DRDA, Jorhat , developed an information system to store information on various schemes undertaken under MPLAD scheme. The system has provision for data entry, data modification and for generating various reports. It has been developed in MS-Access.
• Vision document for the Jorhat district was published with the help of this office. Whole document was typed and printed at this office.
• Visited construction of CIC sites undertaken under 2nd phase.
• Other various works as assigned by the District Administration and implementation of various ongoing projects like DCIS, FCI, Treasury computerization etc.
12. Kamrup:
• Data entry of M.E.Schools data of both rural & urban areas for three Education Blocks (Boko, Karara and Kamalpur) of Kamrup District under "Teachers Database" project has been completed. Similar data for only urban area of Rangia Education Block has been completed.
• Study for software development for the Raijor Podulit Raijor Sarker(RPRS: Govt. at Peoples' doorstep) project is going on.
• Regular data entry and report generation for MPLAD scheme.
• Compilation of information for updation of the district website.
13. Karbi Anglong:
• Karbi Anglong Autonomous Council, 2001 Election: Computerization support provided including Decoding for the Polling Officers, Preparation of documents for Election Counting, Issuing I-cards & other election related documents.
• Karbi Anglong Autonomous Council Election, 2001 Web Site: Developed & launched a Council Election web site; Election result displayed on the web on-line.
• CIC Site Inspection: Four CIC sites have been visited along with DIC personnel.
• Implementation of Teacher Database: Necessary steps initiated for implementing the Teacher Database project in consultation with the Inspector of School.
• Preparations started for Council Budget, 2002-2003.
14. Karimganj:
• Help District Administration as much as possible in the recently concluded Panchayat Election-2001 successfully which includes processing of data, compilation and production of reports.
• Initial steps for implementing LRC project are discussed with concerned ADC and data entry for the same will start shortly.
• Co-ordinate with Deputy Commissioner & GM, DICC, Karimganj for CIC project.
• Supporting District Treasury whenever necessary.
15. Kokrajhar:
• Data got entered of the applicants for the post of computer operators in CIC at block levels.
• Got the server machine problem rectified and proxy server problem solved. Reinstalled the Windows NT S/W into the Server machine.
• Started data entry for Employee's Gradation List, D.C's Office (Personnel Branch).
• Started data entry for Employees Gradation List, D.C's Office (Personnel Branch).
• Data entry continuing regarding Computerization of Municipal Taxes viz. light tax, house tax etc.
• Computerization of Panchayat Election, 2001, is going on.
16. Lakhimpur:
• World Computer Literacy Day observed on 2nd December 2001 with active co-operation from the District Administration and local IT companies.
• Panchayat Election 2001: Computers were actively utilized in the Panchayat Election for generation of appointments of the Presiding officers / Polling Officers/ Reserved/ Counting hall, road chart, master plan etc.
• CIC Project: Inspected the Nauboicha and Lakhimpur Blocks.
• Information and Facilitation Counter: The issue/receipt of CIC forms was done in the IFC Centre. A special Performa was designed for the applicants and the database of around 140 numbers of applicants was compiled in the IFC center. Also the complaints and grievances module have been updated.
• Senior Citizen's databases: Deputy Commissioner has requested the District Senior Citizens' Association to submit the profiles of the Senior Citizens of the district for necessary archive in the computer.
17. Morigaon:
• Established LAN in district Computer Centre, Morigaon.
• Provided Internet Connectivity to the Deputy Commissioner.
• Computerization support provided in Panchayat Election including
• Data entered into the computer for 7500 personnel engaged in the Panchayat Election
• Data entered in details for all 858 polling stations.
• 6148 Appointment letters issued to all polling personnel for conducting election.
• 2150 Appointment letters issued to all counting personnel for conducting election-counting process to be started on 3/1/02.
• Reports on polling station generated & provided.
• Reports on reserved polling personnel generated & issued.
• Reports on different offices at Morigaon district generated & issued.
18. Nagaon:
• Panchayat Election : Total computerization support provided which includes:
• Data-entry, modification for processing of appointment orders for 8,544 presiding and poling officers in order to deploy them in 1,440 polling stations under Nagaon sub-division. Appointment letters, deptt-wise forwarding letters printed. List of polling parties provided to Personnel cell, Poll material Cell, Transport Cell and Zonal officers.
• Acquittance Rolls for the polling officers provided to Bill Cell.
• Appointment letters generated for 3,480 counting Supervisors and Assistants.
• Various orders relating to Panchayat poll have been printed for District Administration. Master plan for Panchayat Poll prepared.
• Land Record Computerization: Data entry going on smoothly for recording Jama-bandi registers. Villages covered so far are 499 Nos.
19. Nalbari:
• Treasury Accounting System computerization (Running)
• Payroll System of Dy. Commissioner office running.
• Food & Civil Supply project for allotment of rice, wheat, sugar & k-oil running.
• Payroll System of District Judge office implemented.
• Persons from DIC, Nalbari trained in basic and other related packages.
• Various works going on Panchayat Election.
• District & Session Judge Court Information System implemented.
• District Web page upgradation done.
20. N.C. Hills:
• The Result of North Cachar Hills Autonomous Council Election was webcast live from NIC, N.C.Hills District Unit.
• Necessary technical help was provided to the Election department of Haflong for preparing various reports required in connection with the General Election to the North Cachar Hills Autonomous District Council.
• Hardware & System Administration Problems: 64MB SDRAM was successfully installed in one of the computers of SP Office. Also solved the booting problem of the server of the Treasury Office, N.C.Hills. The Network problem in the Server of Election Office of N.C.Hills was solved.
• Daily Report on Wholesale & Retail price of rice was sent regularly to the authority concerned through e-mail.
• Data for the monthly reports on ICDS Project, Family Welfare department (CNAA) were entered and sent to concerned authorities through e-mail.
• Visit to CICs at Harangajao and Umrangso along with GM, DIC and the engineer from DIC, Jorhat to do the necessary survey for starting construction work.
21. Sibsagar:
• Computerization support provided for Panchayat Election 2001-2002.
• Web page updation works.
22. Sonitpur:
• Computerization support provided to Panchayat Election including appointing polling personnel to different polling stations, other aspects of appointment procedures, randomization, polling stations details and decoding.
• Data entry is going on at District Court Centre (DCIS s/w).
• Report sent on site inspection of 7 nos. of sites for CIC project. Preparation going on to conduct the recruitment procedure of operators.
• Treasury Accounting Application System (TAAS) running smoothly.
• Updation of the District Web site.
23. Tinsukia:
• Collection of Form-I for preparation of teacher database. Imparted Data Entry training to the staff of DEEO for preparation of teacher Database.
• Appointment letter generation of Presiding & Polling Officer, Polling Assistants., counting supervisor/ Assistants., reserve personnel for Panchayat Election 2001.
• Installation of new s/w in E.P.F.O., Sub-regional office, Tinsukia.
• Updation of Tinsukia website for the "Dehing Patkai Festival, Lekhapani, Tinsukia".
• Generation of Pay statement, different schedules for District Admin., District & Session Judge office, CJM Office, Doomdooma Rev. Circle Office, F&CS, Tinsukia for the month of December 2001.
• Updation and monthly report generation of MPLAD, MLALAD, Untied Fund s/w.
